The "State Archive of Aksuat District" of the Department of Culture, Language Development, and Archive Affairs of Abai Region

The Executive Committee of the People's Deputies District Council aims to improve the management of documentation in institutions, organizations, and enterprises, ensure the preservation of documents, and implement the resolution of the Council of Ministers of the Kazakh SSR dated February 15, 1985, No. 248 "On the Further Improvement of Archive Affairs in the Republic and Measures to Enhance It." In accordance with the decision No. 803 of the Executive Committee of the Semey Regional Council of People's Deputies dated December 28, 1987, based on decision No. 3-1 from January 14, 1988, an archive for the personal composition of economic accounting was established under the Executive Committee of the District Council.

In March 1990, the archive for the personal composition of economic accounting under the Aksuat District Executive Committee was transferred from economic accounting to budget financing and was funded from the local budget of Aksuat District.

In June 1994, the archive for the personal composition of economic accounting under the District Council Executive Committee acquired the status of a state institution and was named the "State Archive of Aksuat District."

Based on the decree of the President of the Republic of Kazakhstan dated May 3, 1997, the Semipalatinsk Region was dissolved, and Aksuat District was included in the East Kazakhstan Region.

By the decree of the Government of the Republic of Kazakhstan dated May 23, 1997, Aksuat District was dissolved, and its administrative-territorial composition was included in Tarbagatai District.

According to the decree of the President of the Republic of Kazakhstan dated May 23, 1997, the administrative-territorial structure of the dissolved Aksuat District was incorporated, and the district center was designated as the village of Aksuat.

Based on the resolution No. 32 dated January 6, 2005, "On Several Issues of State Institutions," of the East Kazakhstan Region Administration, and the decision of the head of the East Kazakhstan Region Documentation and Archive Management regarding the renaming of archives in the region, on January 10, 2005, it was renamed to "Tarbagatai District State Archive," "State Archive of Tarbagatai District of East Kazakhstan Region." The state archive began to be funded from the regional budget starting January 1, 2005.

According to the resolution No. 10 dated January 23, 2012, of the East Kazakhstan Region Administration "On Renaming State Archive Institutions," the "State Archive of Tarbagatai District" was renamed to the "Municipal State Institution of the State Archive of Tarbagatai District of East Kazakhstan Region."

According to the resolution No. 250 dated September 23, 2013, of the East Kazakhstan Region Administration "On the Transfer of Archives and Documentation Management of State Institutions and Municipal Treasury Enterprises," the archives and documents of state institutions and municipal treasury enterprises under the East Kazakhstan Region Archives and Documentation Management were transferred to the East Kazakhstan Region Culture Management. Consequently, the "State Archive of Tarbagatai District" was renamed to the "Municipal State Institution of the State Archive of Tarbagatai District" under the East Kazakhstan Region Culture, Archives, and Documentation Management.

Based on the resolution No. 207 dated July 8, 2016, of the East Kazakhstan Region Culture, Archives, and Documentation Management regarding the renaming of municipal state institutions and municipal state treasury enterprises, the "Tarbagatai District State Archive" was renamed to "Municipal State Institution of the Tarbagatai District State Archive of the East Kazakhstan Region."

According to the resolution No. 388 dated November 2, 2020, of the East Kazakhstan Region Administration "On the Renaming of Organizations under the Department of Digitization of Archives of East Kazakhstan Region," the "State Archive of Tarbagatai District" was renamed to the "State Archive of Tarbagatai District" under the Department of Digitization of Archives of East Kazakhstan Region.

According to the appendix No. 11 of the resolution No. 8 dated July 15, 2022, of the Abai Region Administration, the "State Archive of Tarbagatai District" of the East Kazakhstan Region was renamed to the "State Archive of Aksuat District" of the Department of Culture, Language Development, and Archive Affairs of Abai Region.

Currently, the "State Archive of Aksuat District" has 86 funds, including 41 funds of permanently stored documents, 44 funds of personnel documents, and 1 personal fund. The total number of stored documents is 22,050 storage units, including 12,388 permanently stored documents, 123 documents from the personal fund, and 9,539 storage units of personnel documents.

The main directions of the archive's work:

• ensures a unified state policy in archive affairs and document management;

• maintains a centralized state account of the document complex belonging to the National Archive Fund within the district;

• organizes state expertise to determine the value of documents generated in the district for the purpose of establishing retention periods based on their scientific, historical, cultural, social-legal, and other values;

• promotes the comprehensive use of documents in storage for the public interest, satisfying the rights and interests of citizens;

• provides methodological and practical assistance to legal entities in documenting and managing documentation, organizing the preservation of documents in the archive, and monitoring it, regardless of the actual regulations and standards of the relevant field;

• identifies and maintains the state account of archives, archive funds, and personal documents owned by individuals and legal entities.

The "State Archive of Aksuat District" of the Department of Culture, Language Development, and Archive Affairs of Abai Region provides the state service of "Issuing archival certificates, copies of archival documents, or archival excerpts" to individuals and legal entities.

During the provision of state services, the principles of the state service "Issuing archival certificates, copies of archival documents, or archival excerpts" are followed.

As an alternative to state service provision, it is offered through the Public Service Centers and the "E-Archive" electronic government web portal.

In 2025, the state archive received 1,856 requests of a social-legal nature, 1,832 were fulfilled, and 466 were unsatisfactory responses.

The staff number of the Aksuat District State Archive is 10.5.
