Born in 1944 in Semey, Raziya Myrzakhanovna Bolyspayeva (Uskembayeva) was a native of Semey. After graduating from the 8th grade of secondary school, she entered the Librarians' College of Semey at her own request. The exemplary professional career of her sister-in-law, a librarian, had a special influence on this choice.
After graduating from school, Raziya Myrzakhanovna began her career at the Regional Children's Library. She worked in the reading room for the first year, and thanks to her responsibility and professionalism, she was soon appointed head of the reading room.
After getting married in 1970, when she became a mother, she faced a life-changing choice: to maintain a balance between work and raising children. In order to pay more attention to her children, she transferred to the "Society of Book Lovers" and worked on a flexible schedule. However, within a year, she deeply felt that librarianship was the main professional direction in her life, and returned to the Regional Children's Library and continued her work as the head of the reading room.
In the early 1980s, when work began on the opening of the Regional Youth Library in Semey, Raziya Myrzakhanovna was appointed its director. In this position, she devoted all her efforts to the development of the library.
Until 1994 - until the reorganization of the regional children's and youth libraries - she served as the director of the Regional Youth Library. Later, she served as deputy director until the merger of the Regional Children's and Youth Library and the Abai Library. After the merger, she was appointed head of the rare collection department at the Abai Library, where she held this position with honor until her retirement in 2002.
