Qul-Mukhammad Mukhtar Abraruly (12.12.1960) – a prominent historian, statesman, and public figure who has made a significant contribution to the development of humanitarian sciences in Kazakhstan. He is well-known in domestic historical science, particularly in the areas of researching Kazakh statehood, national consciousness, political elite, and the history of the independence period.

Mukhtar Qul-Mukhammad was born in 1960 in the city of Shauyshik, China. In 1961, the Qul-Mukhammad family returned to their historical homeland – Kazakhstan, to the village of Makanшы in the Makanшы district of Semey region. He graduated from Al-Farabi Kazakh National University, obtaining higher education in the field of history. Continuing his scientific pursuits, he defended his candidate's degree in historical sciences, later earning a doctorate. His scientific works are distinguished by a deep analysis of Kazakhstan's socio-political history in the 20th century, the role of the national intelligentsia, and the stages of the formation of independent Kazakhstan.

As a historian, Mukhtar Qul-Mukhammad paid special attention to the historical memory of the Kazakh people, the tradition of statehood, and issues of national ideology. He evaluates the activities of historical figures from a modern methodological perspective, consistently emphasizing the importance of writing based on documentary evidence and freeing domestic historical science from politics. The scholar's articles and monographs are widely used in the scientific community.

Mukhtar Qul-Mukhammad has held various state positions for many years, managing the fields of education, science, and culture. As the Minister of Culture and Information of the Republic of Kazakhstan, he initiated important initiatives aimed at promoting national history, protecting historical and cultural heritage, and developing archival and museum activities. These services were closely related to his scientific perspective as a historian.

Additionally, he served as the Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan, contributing to raising issues of national policy, historical consciousness, and spiritual renewal at the legislative level. As a scholar-historian, he constantly emphasizes that history is a unifying force for society and that understanding the past is the foundation for shaping the future.

M. Qul-Mukhammad is not only a statesman but also a researcher-historian who has left his unique mark on the development of Kazakh historical science. His works and public activities are aimed at revitalizing national historical consciousness.
