Information about the "Makanшы District Culture House" communal state institution of the Department of Culture, Language Development, and Physical Education and Sports of the Makanşı District of Abai Region

According to the Decree of the President of the Republic of Kazakhstan, starting from January 1, 2024, Makanşı District was re-established for the fourth time, officially formed as a new administrative-territorial unit within Abai Region, separated from the eastern part of the former Urjar District. In this regard, Makanşı District regained its status as a "district."

In accordance with this decision, after 27 years, the Culture House in Makanşı District was also separated and re-established as an independent cultural institution under the Makanşı District of Abai Region.

Makanşı District was first established as a territorial district in 1928 within the Semey region of Kazakhstan. Throughout its history, the district has undergone several administrative-territorial changes. Specifically, in 1930, the district was dissolved for the first time and was re-established as a district in 1935. In 1963, the district was dissolved for the second time, and its territory was included in Urjar District. In 1969, Makanşı District was restored. However, in 1997, the district was dissolved for the third time and was again incorporated into Urjar District.

During these periods, the Culture House in the village of Makanşı was also included several times in the cultural institutions of Urjar District and underwent structural changes. Nevertheless, during the times when it was an independent district, the creative and cultural life of the Makanşı region was distinguished by its uniqueness and rich spiritual potential.

According to written records, the development of culture in the Makanşı region gained momentum starting from the 1940s, significantly contributing to the formation and development of district culture. Especially from the second half of the 1960s, rural clubs and libraries in all settlements of the district became the main centers providing spiritual and cultural services to the people.

The District Culture House was built in 1986 at the expense of the Arkaldy Soviet farm. The initial project cost of the building was 686 thousand som, but due to subsequent changes, the total cost reached 1 million 300 thousand som. The Culture House was put into operation on August 18, 1988, with a 450-seat auditorium.

In 1989-1990, there were 5 Culture Houses, 17 mobile clubs, and 11 rural clubs operating in the district, employing a total of 234 staff members. During that period, there were 5 folk theaters, 2 folklore ensembles, and the "Inzhu-Marzhan" folk song and dance ensemble successfully operating in the district.

Today, the "Makanşı District Culture House" communal state institution is located at 64 Qabanbay Street, Makanşı Village, Makanşı Rural District, Makanşı District, Abai Region.

Currently, there are 2 Culture Houses and 6 rural clubs under the Makanşı District Culture House. Among them, 4 facilities are located in typical buildings. They are:

– Makanşı District Culture House;

– Qabanbay Culture House;

– Karabulak Rural Club;

– Akshoky Rural Club.

Rural clubs located in adapted buildings:

– Karabut Rural Club;

– Bakty Rural Club;

– Keldimurad Rural Club;

– Koktal Rural Club.

To date, a total of 83 employees work at the institution.

The "Makanşı District Culture House" communal state institution, under the Department of Culture, Language Development, and Physical Education and Sports of Makanşı District of Abai Region, was established to develop creativity, organize the work of amateur interest associations and artistic collectives in club structures, conduct cultural and recreational events, and effectively organize the cultural leisure of the population. The institution is a legal entity with a non-profit organization status.

On June 2, 2025, the "Inzhu-Marzhan" folklore ensemble was established under the Culture House and is currently performing at district-level events. Additionally, the "Alan" vocal group, "Inzhu" dance group, and vocal-instrumental ensemble (VIA) regularly participate in cultural and mass events.

Cultural events held in the district:

Cultural and mass events are regularly held throughout Makanşı District to develop the cultural sector, promote national values, and enhance the creative potential of the younger generation.

“Baysheshek” district children's creativity competition;

“Batali el – baq qongan el” blessing competition among veterans;

“Kazakh kelini – ult aynasy” district bride competition;

“Shesendik soz – ult murasy” district eloquence competition;

District “Aset readings” competition;

“Dance Fusion” district dance competition;

“Zhas urpaq – til tirigi” themed “Zhas tilshi” competition;

“Tilder dostygy – el birligi” social media video competition;

“Erlik – elge mura” military-patriotic song competition;

“Madeniet – eldin aynasy” professional competition for culture and art workers dedicated to Culture Day;

“Makanşı dauysy” song competition for district youth;

“Til martebesi – el martebesi” language festival dedicated to the Language Day of the Republic of Kazakhstan;

“Inzhu-Marzhan” art competition;

“Makanshym – maqtaşyym” art competition based on the works of local composer Aibarshe Qasenova;

“Atadan qalghan asyl soz” intellectual competition among veterans and students;

“Aijaryq readings” district competition dedicated to the works of poet Aijaryq Abylqasimov.

In 2025, a total of 344 cultural and mass events were held in the district.

Achievements (2025)

In 2025, in honor of the 180th anniversary of Abai Qunanbaiuly, with the support of the Akimat of Abai Region and organized by the Department of Culture, Language Development, and Archive Affairs, the "Abai eli – onir kenishi" regional competition among districts was held, in which the artists of Makanşı District actively participated and performed at a high level.

According to the results of the competition, the artists of Makanşı District were awarded the "Shabyt" nomination for their contribution to the development of district culture.
