History of the District Culture Palace

The district was established in 1928. The initial activities of the district culture house were carried out in a church building constructed in 1898 during the years 1978–1979.

In 1991, the District Culture House was relocated to a room of the children's library. In 1992, it moved to a room in the building of the collective farm "Rasvet." In 1994, the District Culture House was placed in the building of the "Sputnik" cinema.

The current building of the District Culture Palace was initially opened in 1960 as the culture house of the "Rasvet" collective farm. During the years of stagnation, this building passed into private ownership and remained vacant for a long time.

In 2001, the facility was returned to the district budget and handed over to the District Culture House. During this period, major renovation work was carried out on the building, and it was reopened for cultural purposes.

In 2012, major renovation work was again conducted in the culture house, and an additional building was constructed, providing a new 300-seat auditorium and an additional stage. Currently, the District Culture Palace has 2 auditoriums and 2 stages in operation.

The Culture Palace is fully equipped with a modern material and technical base. LED screens have been installed in both auditoriums, and modern lighting devices that provide colored light have been set up. Additionally, to enhance concert events, equipment such as light guns, smoke machines, and confetti machines, as well as high-quality sound monitors, are used.

The enterprise was established in accordance with the decree No. 302 of the Zharma District Administration dated March 9, 1999.

As of January 14, 2025, the official name of the institution will be the communal state treasury enterprise "Zharma District Culture Palace" of the Zharma District Administration.

The "Zharma District Culture Palace" of the Zharma District Administration is located in the village of Kalbatau, Aбай Region.

Goals and Objectives:

1) To promote and preserve folk creativity, ethnocultural traditions, and customs, adapting them to current historical and socio-economic conditions;

2) To organize celebrations celebrated in the Republic of Kazakhstan, concerts, song and dance festivals, premieres, festivals, competitions, contests, concert programs, debates, and exhibitions of folk applied and visual arts;

3) To organize scientific-practical and informational-methodological work;

4) To study, summarize, disseminate, implement, and promote the best practices of cultural and recreational activities and folk creativity;

5) To participate in regional, national, and international celebrations, competitions, and festivals, promoting the best folk creativity groups;

6) To support ethnocultural associations;

7) To support innovative projects in the field of cultural and recreational activities, various cultural actions, and initiatives aimed at preserving and developing national cultures.

8) To ensure the operation of artistic groups, village clubs, centers for leisure activities, circles, clubs based on interests, studios, workshops, salons, and discotheques.

9) Achieved through the introduction of new forms of cultural and mass work.

Structure: The communal state treasury enterprise "Zharma District Culture Palace" works closely with cultural organizations in the district. Within the unified system of the culture sector, there are 2 culture houses and 14 village clubs.

The institution has organized a number of large-scale cultural and mass events and festivals in the district. Notably, the "Abai Land - Art Mine" festival among amateur artists, the "World of Dance" choreographic competition, and the "Ainalaiyn" song competition were held.

Additionally, competitions aimed at promoting national customs, handicrafts, and family values such as "Golden Thimble," "Sisters-in-law," and an educational event promoting intergenerational continuity titled "Profession as a Legacy" were organized.

To foster public values and legal culture, an intellectual game in QUIZ format on the topic "Law and Order" was held. Furthermore, various other large-scale cultural and educational events of significant educational value were implemented.

Achievements and Awards:

The staff of the institution has won the transitional "Art Cup" awarded by the regional governor 6 times, earning trips abroad. The groups have performed in all major cities of the country, as well as in the Russian Federation and the People's Republic of China, elevating the region's reputation on an international level.

Additionally, they have won the grand prize 9 times in the regional amateur artists competition held among 19 districts and cities of the region. Among the folk art groups of the institution are 39 cultural figures and best representatives of the culture sector of the Republic of Kazakhstan, which indicates the high creative potential of these groups.
