Spiritual History / History and Mission of the Institution The state institution "Department of Culture, Language Development and Archives of Abai Region" includes the communal state treasury enterprise "Abai Qashubaev State Philharmonic," which was established in 1945. The Abai Qashubaev State Philharmonic is one of the spiritual symbols of the musical culture of Abai Region. The history of the philharmonic begins in October 1945 when a concert and variety bureau was opened in Semey. In 1965, the institution was transformed into a regional state philharmonic, and in 1969, it was named after the great Kazakh singer Abai Qashubaev. Since October 13, 2020, the Enlik-Kebek building has been transferred to the balance of the "Abai Qashubaev State Philharmonic" in accordance with the order of the East Kazakhstan Region Finance Department. It has been 80 years since the establishment of the regional Abai Qashubaev State Philharmonic, one of the main pillars of Kazakh art. The Abai Qashubaev State Philharmonic is not just a venue for concerts; it is a spiritual stage that preserves the national memory through sound. It is a cultural and spiritual rejuvenator of the Abai region, a hub for cultural events, and an inexhaustible source of many talented masters of Kazakh art. Service Direction / Main Work Direction The repertoire of the philharmonic artists includes a variety of instrumental and vocal works, as well as beautiful dances in various genres and styles that appeal to audiences of all ages and generations. Additionally, many competitions, festivals, concerts, and creative evenings are held in the Abai region with the participation of invited guests, taking place in the philharmonic's auditorium and with the direct involvement of our artists. Providing conditions for musical and aesthetic education, creating high artistic creative programs and performances, organizing concerts for professional artistic groups and individual performers, and carrying out musical and educational activities. 6. Main Projects and Regular Events: In order to form the spiritual values and cultural education of the people, the philharmonic carries out events (concerts, competitions, festivals) that create conditions for the public performance of works of literature and art and the promotion of creative groups and individual performers. The Abai Qashubaev State Philharmonic is successfully organizing and conducting events planned for 2025. Throughout the year, various cultural events of international, republican, and regional levels have been systematically held. The new goals set at the beginning of the year have been achieved and implemented. The enterprise has the right to carry out the following types of paid services: organizing and conducting touring-concert activities within the territory of the Republic of Kazakhstan and abroad, creating conditions for the public performance of works of literature and art, and implementing comprehensive measures to promote artistic groups and individual performers; developing scripts and staging work; renting stage costumes; providing sound and lighting equipment services. 7. Creativity / Cultural and Artistic Life The philharmonic is a cultural and spiritual rejuvenator of the Abai region, a hub for cultural events, and an inexhaustible source of many talented masters of Kazakh art. The "Bibigul" Kazakh folk instruments orchestra promotes the songs and dombra pieces of the people, as well as the outstanding works of Russian and foreign composers and world classical pieces on a large scale. The orchestra has performed on tour in France, Hungary, Russia, and Turkey. The Abai Region Governor's pop-symphonic orchestra has held many concerts in a short time and has gone on foreign tours, receiving warm affection and applause from the public. Notably, they have held individual image concert programs such as "New Sound," "Light of the World," "Irtysh Sound," "How Beautiful," "You Are the Most Beautiful," and "Melody that Touches the Soul." The "Dala Unі" acapella group has embarked on tour trips to Almaty, Astana, and Pavlodar cities. In December 2022, the ensemble held a solo creative concert titled "Dala Unі." The "Dala Sazy" ethno-folklore ensemble represented Kazakhstan at five international festivals titled "Culture and Tradition" held in the cities of Kunfolen, Huygant, Clisson, and Blan in France, as well as in Sinfais and Guimaraes in Portugal in July-August 2016, performing at a high level. The "Tumar" dance ensemble has performed on major stages in Kazakhstan and Russia, showcasing the Abai region in Kazan, Republic of Tatarstan. The Omarov duet has toured Portugal, France, Czech Republic, Turkey, China, Russia, and Mongolia, adequately representing the culture and art of the Kazakh people. 3. Cultural Infrastructure / Infrastructure and Conditions The institution is located at 3A Tanibergen Street, Semey, Abai Region. The building has a modern sound recording studio. The concert-tour map for the republic for 2026 is planned for September in Kostanay Region. The opening concert of the 2026-2027 season is scheduled for September-October. New creative projects: implementing new concert programs and projects in collaboration with local and foreign artists. 3. Supporting young talents: developing young performers and composers, creating conditions for their emergence on the international stage. 5. Suggestions / Opinion and Proposal The center's proposal is to turn the "Rukhaniyat" portal into a unified digital treasure of regional culture. If the archives, projects, and creative life of all cultural institutions are reflected in one system, it will be an important step in preserving the spiritual heritage of the country.
