In order to implement the resolution of the Council of Ministers of the Kazakh SSR dated July 15, 1985, No. 248 "On measures to further improve the archival affairs in the Republic," based on the decision No. 397 of the district executive committee dated November 11, 1985, the Urzhar economic accounting archive was opened in January 1986 for personnel records. By the decision of the Urzhar District Executive Committee, the building of the former radio network was allocated for the archive.

The archive provided services for collecting personnel documents from institutions, organizations, collective farms, and village councils, ensuring the preservation of documents, supplementing the AЖ with social and legal information, creating and developing file nomenclature for institutions, and conducting scientific and technical expertise on the value of documents. By January 1, 1987, the Archive had accumulated 10,300 storage units of personnel records.

The archive fund consisted solely of personnel documents. The archive's certificates were typed on a typewriter or filled out manually on printed forms.

Based on the decision No. 84 of the head of the Urzhar district administration dated May 22, 1992, "On the reorganization of the district economic accounting archive into the district state archive on a personal basis under the district administration," the economic archive of Urzhar district was reorganized into a district state archive for personnel records, financed by the local administration, with mandatory acceptance of contractual relationships from district organizations, institutions, enterprises, collective farms, village councils, and individuals.

According to the decree No. 3483 of the President of the Republic of Kazakhstan dated May 3, 1997, "On the administrative-territorial structure of the Republic of Kazakhstan," and the decision No. 26 of the East Kazakhstan region governor dated May 26, 1997, the Semey region was included in the East Kazakhstan region, and as a result, the Taskesken and Makanshy districts were incorporated into the Urzhar district. All documents stored in the branch were transferred to the Urzhar District State Archive for safekeeping.

Based on the decree No. 887 of the President of the Republic of Kazakhstan dated May 3, 2022, "On certain issues of the administrative-territorial structure of the Republic of Kazakhstan," and the resolution of the East Kazakhstan region akimat dated July 1, 2022, "On the transfer of property complexes of communal legal entities of East Kazakhstan region to communal ownership of East Kazakhstan region," the "Urzhar District State Archive" was named a communal state institution under the management of the Abai region's culture, language development, and archival affairs department on July 15, 2022.

To obtain an archival certificate, it can be acquired through the following channels.

According to the order No. 159 of the Minister of Culture and Sports of the Republic of Kazakhstan dated May 29, 2020, "On the approval of the rules for providing state services in the field of archival affairs," and the order No. 312 of the acting Minister of Culture and Sports of the Republic of Kazakhstan dated October 19, 2021, regarding amendments and additions, the acceptance and issuance of applications for certificates, copies of archival documents, or excerpts from archives are provided only through:

1) The "Government for Citizens" joint-stock company, a non-profit joint-stock company;

2) The "Electronic Government" web portal (E-signature) www.egov.kz;

3) The EGO (electronic services center (E-signature) https://e-vko.gov.kz);

4) Through the office of the service provider.

According to Article 11 of the Law of the Republic of Kazakhstan on Language, the response to the application is provided in the language of the application.

The service is free of charge. The recipient of the state service ensures the preservation of the result of the state service for 1 (one) year. The contact telephone numbers for reference services on state service issues are provided on the Ministry's internet resource www.mks.gov.kz in the "State Services" section. The unified contact center for state service issues: 1414, 8-800-080-7777.

Currently, the "Urzhar District State Archive" KMG employs 15 people, including the Director – Myrzabekova Kulgaycha Kabdenovna, 1 accountant, 1 technician, 1 driver, 7 archivists, and the rest are junior staff.

Archivists participate in annual seminars to improve their qualifications.

Since the "Urzhar District State Archive" KMG does not have its own building, we are renting (leasing) space in the communal utility (komhoz) building of our district. As of today, there are 266 funds and 77,761 documents stored in the warehouse.

Documents from institutions and organizations that serve as sources of replenishment for the institution are accepted and added regularly.

Documents of our fellow countrymen who participated in the Great Patriotic War and died at the front are preserved, including personal documents and collections. Among the citizens who returned from the war, documents of 12 war veterans are collected and stored in the archive:

Bartasevich V. K., Dzhumagaziev K., Ivershnev M. Ya., Karakuchukov A., Novikov F.D., Nursapin S., Omirzhanov A., Pavlov S. T., Pankovets I. S., Pasechnikov I. S., Potasov I. V., Sapronov A. T.

According to paragraph 4 of the protocol of the Republican Council with archival institutions dated August 26, 2022, and the concept of the "Archive and Future Generations" project approved on September 5, 2022, open door days titled "Archive and Future Generations" are held annually on September 21.

In light of the importance of the open door days held at the state archive, measures are taken to inform participants in advance about the event to ensure full participation.

The archive institution makes copies of documents that are permanently stored (scanned), and 1,076 storage units have been entered into the "E-archive" automated system, with the current digitization rate being 1.4%.
