The "State Archive of Abai Region" of the Department of Culture, Language Development, and Archives of Abai Region, Jarma Branch

In 1992, according to the decree No. 169 of the Jarma District Administration dated August 26, the Jarma District Archive was established in the village of Georgievka, Jarma District, Semey Region.

Due to the merger of Semey and East Kazakhstan regions, as well as the districts of Shar and Jarma, by the decree No. 1-125r of the East Kazakhstan Region Governor dated October 1, 1997, the Shar branch of the archive and the Jarma Archive were merged to form the Jarma branch of the State Archive of East Kazakhstan Region, covering Jarma and Kokpekti districts.

By the decree No. 65 of the East Kazakhstan Regional Administration dated May 7, 2009, the Jarma branch of the State Archive of East Kazakhstan Region was reorganized into the state institution "State Archive of Jarma District" under the Department of Archives and Documentation of East Kazakhstan Region.

According to the decree No. 2 of the East Kazakhstan Regional Administration dated January 10, 2013, on the reorganization of some state archive institutions of East Kazakhstan Region, the state institution "State Archive of Jarma District" was reorganized into the Jarma District Branch of the "State Archive" of the Department of Archives and Documentation of East Kazakhstan Region.

Based on the decree No. 887 of the President of the Republic of Kazakhstan dated May 4, 2022, regarding "Some Issues of Administrative-Territorial Structure," Abai Region was established with Semey city as its administrative center, separating from East Kazakhstan Region.

In this regard, by the decree No. 138 of the East Kazakhstan Regional Administration dated June 7, 2022, the Jarma branch of the "State Archive of East Kazakhstan Region" was removed from state registration and transferred to the newly established "Center for Documenting Contemporary History" of the Department of Culture, Language Development, and Archives of Abai Region.

Based on the order No. 88 of the "Department of Digitalization and Archives of East Kazakhstan Region" dated June 7, 2022, and the order No. 41 of the Department of Digitalization and Archives of East Kazakhstan Region dated June 15, 2022, regarding the establishment of branches of the "Center for Documenting Contemporary History," the Jarma branch of the "State Archive of Abai Region" was established. Its location is 11/5 Ospanov Street, Kalbatau Village, Jarma District, Abai Region.

The main activity of the Jarma branch is to replenish archival collections with documents, maintain state accounting, organize, ensure their preservation, and meet the needs of the state and society, as well as individuals and legal entities, ensuring the comprehensive use of archival documents.

The archival fund is formed with organizations and enterprises that comprehensively and objectively reflect the development history of the former Shar and Jarma districts.

Documents of the executive committees of the Jarma, Kokpekti, Aksuat, and Shar District Councils of Workers' Deputies, as well as documents from education, healthcare, culture, communications, agriculture, transport, housing and communal services, state tax, economy, and finance institutions are kept in state storage here.

As of January 1, 2026, the volume of documents in state storage at the Jarma branch is 314 funds, comprising 96,402 paper storage units, with 1,308 storage units of documents digitized, totaling 103,298 pages.

The oldest documents in the archive are church books for the registration of civil status acts from 1898. The majority of documents in the archive are from the years 1945-2015. The most important and frequently used funds are from executive authorities, agriculture, and educational institutions, namely:

The funds mentioned above reflect the indicators of the development of the district's economy, culture, and education during the years of socialism.

During the years of independent Kazakhstan, the archive documents were supplemented with documents from the urban administrations of Jarma and Shar districts, as well as from the apparatus of rural and settlement districts, treasury, and tax committee.

The archive fund contains 14 personal documents, stored in 874 storage units.

Here, documents of prominent public figures who made significant contributions to the development of Jarma District, as well as outstanding individuals in education, culture, and other fields, are collected.

In particular, documents of the distinguished educator of the USSR and Kazakh SSR, labor veteran Tussupbekov Seitkali Tussupbekovich (1933-1995), candidate of historical sciences Kereybaev Kairtay Sharipkhanovich, and outstanding teachers Zadonki spouses, among others.

The fund includes combined personal documents of 38 veterans from Jarma District and 9 veterans from the former Shar District.

Based on these documents, good deeds are being carried out in the Jarma District Archive, specifically, exhibitions are organized based on the personal documents of individuals whose documents are in state storage in the combined archival fund of World War II veterans, classes and excursions with school students are held, and articles are regularly published in the district newspaper.

Another main function of the archive is to meet the needs of individuals and legal entities, ensuring the comprehensive use of archival documents.

Throughout the year, an average of 3,500 social-legal inquiries from citizens of the Republic of Kazakhstan and from near and far abroad are fulfilled and satisfied.

Currently, 90 institutions and organizations in the district serve as sources for the archive's replenishment.

Archive employees ensure the effective application of legislative norms by departmental archives, exchange experiences on the main directions of archive services with institutions and organizations, and conduct seminars and consultations with employees of the "Government for Citizens" Non-Profit Joint-Stock Company, Jarma branch, regarding the "Provision of State Services for Archive References, Copies of Archive Documents, or Archive Excerpts." School lessons on archival affairs are also held with school students.

Today, the Jarma branch employs 15 people: 1 director, 9 archivists, and 5 technical staff.

Among them, Kaliaskarova Dinara Sovetkhanovna and Mollakhodzhieva Gulbakhor Maksutovna are responsible for ensuring the state accounting and preservation of documents in the archive, Sakharina Jamal Nurtuganovna, Tajieva Asel Sakenovna, Alimzhanova Gulzada Serikkhanovna are responsible for replenishing archival documents and providing methodological assistance to departmental archives, Saduyeva Almagul Sovetkhanovna, Musrepova Kenzhegul Kazhkenovna, Abylkanova Ardak Musagazykzy handle requests from legal and individual entities, and Nurgalieva Shughila Jumagazykzy is responsible for registering documents received through the E-gov portal and ensuring their dispatch.

The archive is not only a repository of historical chronicles but also a treasure of every nation's history. It is a sacred place that preserves not only the history of our ancestors but also their dreams, thoughts, wisdom, uniqueness, and moral teachings. Archives play a significant role in the lives of individuals at certain times. This is because they store personal information about people's labor history, awards, legal transactions, and more. The diversity of archival sources and formats is vast. Therefore, archival data is an invaluable witness to humanity's economic, political, and social development, and preserving documentary heritage, providing opportunities for people to familiarize themselves with unique documents, and mastering new technologies in the era of globalization is a primary task for archivists.
