“The communal institution ‘Kokpekti District State and Other Language Teaching Center’ of the Department of Culture, Language Development, Physical Education, and Sports of the Kokpekti District of Abai Region”
• About the Center
In order to implement the Law of the Republic of Kazakhstan dated July 11, 1997, “On Languages in the Republic of Kazakhstan” and the Decree of the President of the Republic of Kazakhstan dated June 29, 2011, “On the State Program for the Development and Use of Languages in the Republic of Kazakhstan for 2011-2020”, the communal state treasury enterprise “Kokpekti District State and Other Language Teaching Center” was established.
The reasons for establishing the communal state treasury enterprise are as follows:
1. Instructors at the center must undergo accreditation;
2. Listeners will receive a state-standard certificate upon completion of the training at the center;
3. In the future, the teaching center may come under the management of the regional linguistic center.
According to paragraph 5 of the protocol instruction No. 1689 from the Akim of East Kazakhstan Region B. Saparbayev dated February 6, 2012, the opening of the “Language Teaching Center” in Kokpekti District is planned by March 1, 2013. In fulfilling this instruction, the district department of culture and language development is implementing the following measures:
1. A room has been allocated from the central library building for the “Language Teaching Center” in the village of Samar.
2. The charter of the “Language Teaching Center” has been prepared and submitted for registration to the justice department.
3. The seal and accounting account of the “Language Teaching Center” have been prepared.
4. The staffing table of the “Language Teaching Center” has been developed and approved.
5. The legal address of the “Language Teaching Center” has been determined.
6. The training program of the “Language Teaching Center” has been approved by the methodological council of the East Kazakhstan Regional “Language Teaching Center”.
The communal institution “Kokpekti District State and Other Language Teaching Center” was approved by the decree No. 321 of the Akimat of Kokpekti District dated September 20, 2022.
• Staffing Issues
According to the staffing table, the “Kokpekti District State and Language Teaching Center” has 3.5 staff members. Of these, 3.0 are instructors and 0.5 is an accountant. All have higher education.

The main mission of the center is to develop and expand the application of the state language and to form a multilingual individual adapted to current socio-economic conditions.

The center provides free instruction in the state, Russian, and English languages to adult residents in accordance with the Law of the Republic of Kazakhstan “On Languages” and the concept for the development of language policy for 2023-2029.
• Material and Technical Base
The Kokpekti District Language Teaching Center has 1 interactive board, 1 whiteboard, 1 laptop, 3 computers, and 2 printers.
• Goals and Objectives
To implement a harmonious language policy that ensures the wide use of state and other languages while preserving the languages of all ethnic groups living in the Kokpekti region. To implement the “Concept for the Development of Language Policy in the Republic of Kazakhstan for 2023 - 2029” approved by the Government of the Republic of Kazakhstan on October 16, 2023. To improve the teaching of state and other languages, develop infrastructure, create programs, methodological guidelines, and educational materials for language teaching, and organize and conduct events aimed at the development of state and other languages.
• Events and Performance Indicators
In 2025, the center will hold 32 events, with 92 participants in the state language course and 96 in the English language course. A round table discussion titled “The Legacy of Akhmet Baitursynuly and Language - Spiritual Treasure” was held among youth in celebration of the Day of the People of Kazakhstan and Language Day, organized by the Kokpekti District State and Other Language Teaching Center. During the event, a small training session was conducted, and participants shared their thoughts and opinions. At the end of the event, language advocates were awarded with letters of appreciation.
Initiated by the International Society of the Kazakh Language and organized by the State and Other Language Teaching Center, the National Dictation project has begun. The aim of the project is to expand the use of the state language, enhance literacy, and stimulate interest in the language culture among Kazakhstanis. Heads of departments, leading specialists, and institution staff actively participated in this event.
On October 25, in honor of Republic Day, an intellectual competition called QUIZ was held. Six teams participated and were awarded prizes and valuable gifts.
On December 16, in honor of Independence Day, a quiz competition titled “The Legacy of Independence” took place. Representatives of other nationalities actively participated in this event and were awarded valuable prizes.
• Regular Events
Every year, a certificate presentation ceremony is held for the center's listeners.
On September 5, various events are held in different formats to celebrate the birthday of Akhmet Baitursynuly and the Day of Languages of the People of Kazakhstan.
Every year, in accordance with the action plan for the implementation of the “Concept for the Development of Language Policy in the Republic of Kazakhstan for 2023 - 2029” organized by the National Testing Center of the Republic of Kazakhstan and the Linguistic Center of Abai Region, diagnostic testing is conducted according to the KAZTEST system to increase the proportion of the Kazakh language in public service.
• Achievements and Awards
In 2025, at the quiz titled “Quick Mind and Eloquent Speech” organized by the Linguistic Center of Abai Region, the center's staff won 3rd place in the “Spiritual Upheaval” nomination. In celebration of the Day of Languages of the People of Kazakhstan, the director of the center was awarded a letter of appreciation from the Minister of Science and Higher Education at the “Language Festival” organized by the Department of Culture, Language Development, and Archives of Abai Region.
