History and legal basis of the center
The communal state institution "Linguistic Center of Abai Region" has undergone several restructuring phases to implement the state language policy:
• April 12, 2013: Opened as the "Language Teaching Center of Semey City."
• April 2, 2015: Reorganized as "Language Teaching Center of Semey City" LLP.
• July 3, 2017: Received the status of "Language Teaching Center of Semey City" CSM.
• February 3, 2023: Reorganized as "Linguistic Center of Abai Region" CSM by the decree No. 24 of the Akimat of Abai Region.
Material base: The center is located at the addresses 97 and 86 Abai Street, Semey City. The total area is 99.39 square meters.
Main mission and service directions: The main goal of the center is to expand the use of the state language while preserving the languages of ethnic groups in the Abai region and to form a multilingual individual.
Main types of services:
1. Teaching the state language as a second and foreign language.
2. Teaching Russian and English languages.
3. Providing methodological support in linguistics.
4. Assessing language competence through the "KAZTEST" system.
5. Organizing language courses for civil servants, city residents, and compatriots abroad.
Events and lectures: The staff of the linguistic center
conducts language courses for civil servants, budgetary and joint-stock company employees, city residents, and our compatriots abroad to support ethnic Kazakhs in learning the state language and foreign languages.
They carry out systematic work using advanced technologies and effective methods in mastering the state, Russian, and English languages. Currently, certificates and diplomas are awarded to those who complete 4 and 9-month courses according to their levels.
Additionally, during their work, they do not limit themselves to the teaching process but also hold public events related to state holidays and significant dates, such as quizzes, republican forums, regional competitions, round tables, educational lessons, information gathering and sharing, dictation events, video conferences, online seminars, informational lessons, recitation contests, multilingual polyglot competitions, articles, slide shows, video greetings, surveys, competitive lessons, travel lessons, informational hours, training sessions, olympiads, essays, meetings, interviews, explanatory work, campaigns, meetings, and video information for organizing the KAZTEST exam.
Modern technologies and public activity
The center actively uses modern digital formats:
• An official website and Instagram, Facebook pages are operational.
• Seminars are held on the application of AI (artificial intelligence) technologies in professional activities.
• The center's team ranked 9th among 180 participants in the "Abai QUIZ" republican intellectual competition.

According to the results of 2025 and the beginning of 2026, 1,046 listeners completed the courses:
• State language: 620 listeners.
• English language: 326 listeners.
• Russian language: 100 listeners.
KAZTEST results: In 2025, 679 people passed the diagnostic test. According to the concept of language policy development for 2023-2029, those who mastered level B1 constituted 39%, and level B2 constituted 45%.
Human resources potential and achievements: The institution has 16.5 staff units, of which 10.5 are teachers. 94% of the staff have higher education.
All employees of the linguistic center undergo timely retraining courses and actively participate in scientific-practical conferences, seminars, and forums at the regional and republican levels. They continuously improve their qualifications and receive relevant certificates.
In particular, the center's specialists and teachers participated in a series of online lectures titled "Experience of Teaching the Kazakh Language at Nazarbayev University," organized by the "Language-Creator" National Scientific-Practical Center named after Shaysultan Shayakhmetov in Astana, enhancing their professional qualifications.
They also attended the republican conference titled "System for Evaluating Stages and Levels of Proficiency in the State Language," organized by the State Institute for the Development of the State Language in Almaty. During the seminar, important issues such as the advantages of the KAZTEST system, the structure of test tasks, modern methods of assessing language proficiency levels, and the compatibility of autonomous systems were discussed.
From May 14 to 16, 2025, they participated in a 36-hour republican online seminar on "Scientific and Methodological Foundations for Developing Lexical-Grammatical Minimums," organized by the "Language-Creator" Center, resulting in L. Serikbolova, D. Toleuzhanova, A. Tursynova, Z. Botakhanova, and Z. Kaliakbarov receiving special certificates.
On December 17-18, 2025, a seminar on "Application of AI (Artificial Intelligence) Technologies in the Professional Activities of Employees in Culture, Museums, Archives, and Language Sectors" was held, organized by the "Department of Culture, Language Development and Archives of Abai Region." Certificates were awarded to the center's specialists and teachers who received theoretical and practical knowledge on modern digital approaches.
Significant awards and achievements of 2025:
• L.S. Serikbolova was awarded the badge "Best Employee of the National Guard."
• S.A. Kapakova became the holder of the "Labor Glory" badge.
• J.A. Botakhanova received a letter of appreciation from the Ministry of Science and Higher Education of the Republic of Kazakhstan.
• The institution's achievement: At the "Best of the Year-2025" ceremony, it won the nomination for "Best Institution Implementing Digital and Innovative Projects."

The qualified staff and effective indicators of the center not only expand the use of the state language but also significantly contribute to the formation of a multilingual culture in society and align language proficiency with international standards through the "KAZTEST" system. The institution's winning the "Best of the Year-2025" nomination is a clear testament to its strategic importance in the spiritual and cultural development of the region.
