Kokpekty District State Archive (Municipal State Institution)
The state archive is a silent keeper of time, where the fates of people and the history of the country are united in documents that have lived for decades. To preserve documents that reflect the history of the formation and development of the district and to ensure the documentary memory of the local community, the Kökpekti District Archive was established based on the decision of the Kökpekti District Council of People's Deputies dated February 15, 1992, according to the resolution No. 31-a-2 of the Kökpekti District Archive Economic Account dated February 19, 1992. On June 23, 1992, it was transformed into the state archive of Kökpekti District based on the No. 155 archive of the economic account of Kökpekti District. According to the Decree No. 3482 of the President of the Republic of Kazakhstan dated May 3, 1997, on "Further Improvement Measures for the Administrative-Territorial Structure of the Republic of Kazakhstan," Semey region became part of East Kazakhstan region, and thus the Palatcy State Archive was merged with the Kökpekti District State Archive, with its center located in the village of Kökpekti, East Kazakhstan region. By the order No. 10 of the East Kazakhstan Regional Akimat dated January 23, 2012, the state institution "State Archive of Kökpekti District of East Kazakhstan Region" was renamed to the communal state institution "State Archive of Kökpekti District." By the resolution No. 250 of the East Kazakhstan Regional Akimat dated September 23, 2013, regarding the renaming of communal state institutions and communal state treasury enterprises under the East Kazakhstan Regional Archive and Documentation Department, and due to the reorganization of the state institution "East Kazakhstan Regional Archive and Documentation Department" by merging it with the state institution "East Kazakhstan Regional Culture Department," the communal state institution "State Archive of Kökpekti District" was renamed to the communal state institution "State Archive of Kökpekti District of East Kazakhstan Region." By the resolution No. 388 of the East Kazakhstan Regional Akimat dated November 2, 2020, regarding the renaming of organizations under the East Kazakhstan Regional Digitalization and Archive Management, the communal state institution "State Archive of Kökpekti District" was renamed to the communal state institution "State Archive of Kökpekti District of East Kazakhstan Region." Based on the decree No. 8 of the President of the Republic of Kazakhstan dated July 15, 2022, on "Some Issues of the Administrative-Territorial Structure of the Republic of Kazakhstan," Semey and Kurchatov cities, as well as Aбай, Ayagoz, Beskaragay, Borodulikhа, Zharma, Kökpekti, and Urjar districts were removed from East Kazakhstan region, and Aбай region was established with Semey city as the administrative center, along with Akсуат and Zhanasemey districts of Aбай region. According to the re-registration instructions of the legal entity registered on September 28, 2022, under No. 991040002994, starting from October 10, 2022, the name of the communal state institution "State Archive of Kökpekti District" under the East Kazakhstan Regional Digitalization and Documentation Management was changed to the communal state institution "State Archive of Kökpekti District" under the Aбай Regional Culture, Language Development, and Archive Affairs Management. With the development of local government bodies and institutions, the need for centralized document storage arose: 1. The activities of the district akimat and subordinate organizations; 2. The socio-economic development of the district; 3. The history of the settlements in the district; 4. The fates of the district's residents. This laid the foundation for the establishment of a district archive that performs the following functions: - accumulation of archive funds with documents from state bodies, institutions, organizations, as well as personal documents; - ensuring the permanent and temporary storage of archival documents while adhering to established normative requirements; - conducting an examination of the value of documents and participating in the work of expert commissions; - maintaining the state registration of archival documents and forming a scientific-reference apparatus; - providing archival references, copies, and excerpts based on the requests of citizens and organizations in accordance with the established procedure for the use of archival documents; - providing methodological assistance to district organizations on issues of archival work; - identifying, accepting, registering, and preserving personal documents of historical significance for the district; - organizing exhibitions, publications, and other events aimed at promoting the history of Kökpekti District and archival work; - conducting work on the introduction of digital technologies, digitization of archival documents, and the formation of an electronic archive. The archive is annually supplemented with personal documents of veterans, honorary citizens, notable locals, and poets, as well as state institutions and organizations of the district; educational, medical, and cultural institutions, and enterprises of the district. The archive serves as an important source of Kökpekti's history and plays a significant role in preserving the heritage for future generations, establishing a connection between the past, present, and future generations. The first appointed director of the Kökpekti District Archive in 1992 was Bitin Nyghmet Khayrullinovich, who was at the forefront of the archive's formation. Under his leadership, the accumulation of archive funds began, and the work of document acceptance, registration, and storage was organized. In subsequent years, the archive was managed by Viktor Mikhailovich Tupitsyn. During this period, the archive's activities were further developed, and its material and technical base was strengthened, focusing on improving the work with archival documents and requests from citizens and organizations. Currently, since 2013, the archive has been directed by Alghazinova Kaliya Mautkanovna. The modern period is characterized by the introduction of new work methods, improving the quality of public services, actively utilizing information and digital technologies, and expanding access to archival information for society and organizations. The archive staff consists of qualified specialists who ensure the collection, registration, storage, and use of archival documents. Currently, there are 13 employees in the archive, including five archivists (4 with higher education, 1 with secondary education, 3 of the highest category, 2 of the second category). The formation and development of the Kökpekti District Archive have been significantly contributed to by archive veterans - Tupitsyn Viktor Mikhailovich and Urespayeva Raushan Soltanbekovna. The "State Archive of Kökpekti District" has preserved over 38,000 storage units of administrative and managerial documents and personal records from 1992 to the present day. As of January 1, 2026, the "State Archive of Kökpekti District" has 142 funds, comprising 38,155 storage units. Among them, administrative and managerial documents (Kökpekti District Akimat, Kökpekti District Maslikhat, all rural district akimats), as well as all state institutions in the district (finance, education, healthcare, culture departments, district agricultural management, tax inspection, statistics, etc.) - 18,096 storage units, personal records (orders on acceptance and dismissal, accounting statements, payroll lists, personal cards) - 19,468 storage units, and documents of personal collections (personal documents of participants in the Great Patriotic War, Heroes of the Soviet Union, and Socialist Labor Heroes) - 591 storage units are preserved. One of the main directions of the state archive is the use of documents. The use of archival documents involves presenting documents to the public through exhibitions, publishing, and fulfilling requests. In recent years, state services have been provided to citizens of the republic, including foreign citizens, to issue archival references of a social-legal nature based on archival documents, and work is being done to fulfill requests from citizens of the Republic of Kazakhstan and foreign countries, state and public organizations, individuals, and legal entities.
