State Archive of Abai District
The communal state institution "State Archive of Abai District" of the Abai Region Department of Culture, Language Development and Archives was established on January 1, 1987, based on the resolution No. 243 of the Council of Ministers of the Kazakh SSR dated July 15, 1985, regarding "The state of further improvement of archival affairs in the Republic and measures to be taken", the decision No. 645-22 of the Executive Committee of the Semey Regional Council dated December 9, 1986, and the decision No. 24 of the Executive Committee of the Abai District Council dated December 27, 1986. It was created to ensure the state preservation, accounting, and use of documents of individuals and legal entities, as well as to satisfy and protect the rights and interests of citizens within the district.
According to the decree No. 10 of the East Kazakhstan Region Akimat dated January 23, 2012, and based on the order No. 13 of the East Kazakhstan Region Archives and Documentation Department dated February 16, 2012, in accordance with the order No. P-114 (k) of the East Kazakhstan Region Finance Department dated February 7, 2012, the "State Archive of Abai District" was renamed to the communal state institution "State Archive of Abai District" of the East Kazakhstan Region Department of Culture, Archives, and Documentation.
By the decree No. 250 dated September 23, 2013, of the East Kazakhstan Region Akimat regarding "Some issues of state institutions of the East Kazakhstan Region Archives and Documentation Department" and based on Articles 38, 41, and 42 of the Civil Code of the Republic of Kazakhstan, the "State Archive of Abai District" was renamed to the communal state institution "State Archive of Abai District" of the East Kazakhstan Region Department of Culture, Archives, and Documentation, following the order No. P-813 (k) of the East Kazakhstan Region Finance Department dated September 30, 2013.
According to the order No. P-226 of the East Kazakhstan Region State Procurement and Municipal Property Department dated July 21, 2016, the communal state institution "State Archive of Abai District" of the East Kazakhstan Region Department of Culture, Archives, and Documentation was renamed to the communal state institution "State Archive of Abai District".
By the decree No. 333 dated September 18, 2020, of the East Kazakhstan Region, the "State Archive of Abai District" was renamed to the communal state institution of the East Kazakhstan Region Digitalization and Archives Department.
According to the decree No. 8 of the Abai Region Akimat dated July 15, 2022, the name of the communal state institution "State Archive of Abai District" of the Abai Region Department of Culture, Language Development, and Archive Affairs was changed.
The main tasks of the archive are:
• To ensure a unified state policy in archival affairs and document creation;
• To maintain a centralized state accounting of the document complex in the district area for the documents of the national archival fund of the Republic of Kazakhstan;
• To organize a state examination of the value of documents that have arisen in the district area to determine their retention periods according to their scientific, historical, cultural, social-legal, and other values;
• To develop and improve scientific-reference information on the documents of the National Archival Fund of the Republic of Kazakhstan;
• To ensure comprehensive use and publication of documents in the interest of society;
• To provide methodological and practical assistance to legal entities in documentation and document management, organization and control of archival storage of documents, regardless of their departmental subordination and the existing regulations and standards in that field;
• To identify and maintain the state accounting of archives, archival funds, and personal documents owned by individuals and legal entities.
Since January 2005, the State Archive of Abai District has been funded by the regional budget. The annual budget for the archive for 2025 is 39 million 35 thousand tenge. The number of funds in state storage is 67, with a total of 17,148 storage units. The archive is located on the second floor of a three-story building belonging to the Abai School-Lyceum, covering an area of 135.8 square meters.
In 2025, 2,451 applications were received and registered from those requesting services from the state archive. Of these, 2,416 applications were submitted through the electronic government portal, and 35 applications were submitted directly to the archive institution in writing. As of now, there are no overdue certificates regarding the provision of state services.
To obtain an archival certificate, it can be done through the following channels.
The results of the state service for the provision of archival documents, copies of archival documents, or excerpts from archives are accepted and provided only according to the order of the Minister of Culture and Sports of the Republic of Kazakhstan No. 159 dated May 29, 2020, on the approval of the rules for the provision of state services in the field of archival affairs, with amendments and additions made by the acting Minister of Culture and Sports of the Republic of Kazakhstan No. 312 dated October 19, 2021:
1) "Government for Citizens" Joint-Stock Company, a non-profit joint-stock company;
2) "Electronic Government" Web Portal (E-signature) www.egov.kz;
3) EGO (Electronic Services Center (E-signature) https://e-vko.gov.kz);
4) Through the office of the service provider.
According to Article 11 of the Law of the Republic of Kazakhstan on Language, the response to the application is provided in the language of the application.
The cost of the service is free. The recipient of the state service ensures the preservation of the result of the state service for 1 (one) year. The contact phone numbers for reference services on state service issues are provided on the Ministry's internet resource www.mks.gov.kz in the "State Services" section. The unified contact center for state service issues: 1414, 8-800-080-7777.
To explain the provision of state services to the public, on March 14, 2025, a joint seminar meeting was held with the employees of the "Government for Citizens" Non-Profit Joint-Stock Company branch in Abai Region and the Social Security Department of Abai District regarding the service "Provision of archival certificates, copies of archival documents, or excerpts from archives", where the conditions for public service were discussed.
For that purpose, an article by A. Nili baeva titled "Procedure for Providing Archival Certificates, Copies of Archival Documents, or Excerpts from Archives" was published in the district newspaper "Abai Eli" No. 28(818) dated July 22-31, 2025. The same article was repeated in the district newspaper "Abai Eli" No. 33(823) dated September 1-7, 2025. An article by A. Nili baeva titled "Procedure for Providing Archival Certificates, Copies of Archival Documents, or Excerpts from Archives" was published in the district newspaper "Abai Eli" No. 43(833) dated November 16-23, 2025.
On the eve of the 80th anniversary of the Great Victory on May 9, photographs of documents of World War II veterans stored in the state archive were selected and an exhibition titled "Tribute to the Heroes" was organized.
On May 8 of this year, eighth-grade students from a general secondary school visited the state archive and got acquainted with its work.
In accordance with the annual tradition, on September 20 of the current year, an Open Day was held at the State Archive of Abai District in honor of the 180th anniversary of the great poet Abai Kunanbayev, aimed at involving children in the study of the history of their homeland, in accordance with the concept of the project "Archive and Future Generations". Students from the 9a class of the general secondary school in the village of Karauyl participated in the Open Day with their teachers. A special exhibition on the theme "Archive and Future Generations" was organized for them. Photodocuments stored in the archival funds were displayed at the exhibition. An introductory tour of archival affairs was conducted. The specially organized exhibition provided valuable information to the younger generation. The students, enriched with valuable information, dedicated heartfelt poems to the occasion. At the end of the event, gifts were presented to the students by the director of the archive, A.I. Ospanova.
Cultural and social events
The archive staff actively participates in cultural and social events taking place at the regional and district levels.
On the occasion of International Women's Day on March 8, respect was shown to the women of the institution, and gifts were presented.
On March 21, in order to traditionally celebrate the New Year "Nauryz", a yurt was set up in the central square of the district, and we participated in events held according to national traditions.
On May 31, the Day of Remembrance for the Victims of Political Repression, events were held near the memorial dedicated to those who suffered from repression.
We participated in the events dedicated to Constitution Day on August 30.
We participated in the meeting held in the district on the occasion of Republic Day on October 25.
On the eve of Independence Day of the Republic of Kazakhstan on December 16, a solemn event was held on December 14 at the district Culture House, where A.I. Ospanova was awarded the title of "Best in the Field of Culture", and our director A.I. Ospanova received the badge "Best in the Archive Field" during the event held at the regional management on the eve of "Archivists' Day", while our archivists were awarded letters of appreciation from the head of the department.
National Archive Seminar - Professional Experience Platform
In 2025-2026, participation in the educational seminar organized at the National Archive became a significant experience for specialists. During the seminar, participants delved deeper into the intricacies of the archival field and witnessed the processes of document storage, restoration, systematization, and digitization.
The event extensively explained modern methods of archival work, the importance of historical documents, and ways to safely pass them on to future generations. In the practical section, participants observed the process of working with specific documents and got acquainted with the professional activities of specialists.
At the end of the seminar, participants were awarded special certificates. These certificates confirm their enhanced professional knowledge and increased experience in the field of archives.
Such enlightening events held at the National Archive greatly contribute to improving the qualifications of specialists, appreciating historical heritage, and increasing interest in archival affairs.
The district archive staff will continue to implement planned activities in their work, guided by the orders, tasks, and instructions of the Abai Region Department of Culture, Language Development, and Archive Affairs.
